Reframing the Housing Diamond under Macroeconomic Volatility in Egypt

Abstract

Housing affordability is increasingly understood as the outcome of interacting land, financial, construction, infrastructure, regulatory, and household-income conditions rather than as a simple relationship between dwelling prices and income. Yet these determinants are frequently examined independently, limiting understanding of how disturbances in one component of the housing system propagate through others. This paper revisits the Housing Diamond of Perfect Equilibrium, originally conceptualized by Claudio Acioly, as a systems-based framework for understanding housing production through five interdependent inputs: land, finance, infrastructure, labour, and building materials. Using Egypt as a critical emerging-market context, the paper develops a dynamic reinterpretation of the Housing Diamond that shifts its analytical focus from static equilibrium to systemic resilience under economic volatility. The study adopts an integrative conceptual review of recent peer-reviewed literature published primarily between 2020 and 2026, focusing on housing affordability, Egyptian housing provision, construction costs, land policy, housing finance, infrastructure, and housing-system responses to economic shocks. The analysis demonstrates that Egypt's housing affordability challenge cannot be adequately explained through shortages within individual inputs. Currency depreciation, inflation, financing conditions, land allocation, infrastructure investment, labour capacity, and material costs interact through reinforcing transmission pathways that can progressively destabilize housing affordability.
